It appears that during the installation process, another process had
locked /var/cache/debconf/config.dat. fuser -v will return the locking
process if any. Kill it and try performing the upgrade again. Most

I can confirm that Hans' upstart configuration change in post #25 fixes
the bug in Karmic 9.10. I didn't notice the start up time being any
slower but I haven't measured it.

sorry - a fix for this had been backported to lucid and tested, but
now I see that the bug it had been targeted to ended up being
invalidated, so that fix never ended up being SRU'd into lucid.

I think I have this problem (or the problem at #633392) with a guest
running on a Maverick kvm host. But only on Maverick. I'm not seeing it
on any of the Lucid hosts.
The only peculiar difference I've found between the two hosts is that
tcpdumping the bridge shows double externally broadcasted
I'd like to see this bug fixed in Lucid, it's affecting monitoring
infrastructure that I use (false alarms like no cron process present).
