(which had ipmi working). Not sure whether it can simply be done via iKVM but

Is clamav daemon running? If not, that could be the cause of the
_warning_. It's not necessarily a bug, it just says that it can't notify
clamav-daemon (so that it knows the database got updated). Do you even
use clamav daemon?

fyi, it looks like this could occur if a misbehaving bmc's status
register contained 0xff. That's another reason to check to see if the
older kernel works. If the previously working kernel also shows this
problem, I'd suggest removing power from the system to see if you can
reset the BMC.

Just wanted to report back that I was able to solve my issue by:
apt-get remove vsftpd
rm /etc/pam.d/vsftpd (figuring it will recreate it)
apt-get install vsftpd
Now it works fine.
