lxc-create fails if LANG is not valid

When lxc-create fails (eg. due to bug 1166841), then it leaves
/run/lock/subsys/lxc-ubuntu lying around. A subsequent attempt to run
lxc-create again causes it to hang while it waits on this lockfile.
Workaround: remove the lockfile by hand.
Steps to reproduce:
1. sudo
I think the template currently upstream has been fixed for that case.
It currently does:

Why is en_US being hardcoded? Isn't C valid on its own? locale-gen C

I can't tell when this was assigned to me, but it's not clear to me
based on stgraber.vs.rbasak which is the right course to follow.

I'm seeing this issue in Ubuntu 12.04.02 LTS. Out of nowhere, bayes_toks
is owned by root:root instead of spamd:spamd, and in this particular
case, the file size of that file has dropped from about 5.1MB to 2.4MB.
Makes no sense.

and SAMBA must be the most useless technology ever invented.

I just tried another VM rebuild using 0.12.4+bzr477-0ubuntu4 and it
worked fine.
