We dont exactly know why connection remains open.
There could be a problematic client connected or buggy php script running on 
the server.

Whatever causes the problem that means if apache waits indefinitely,
anybody could launch a DOS attack on server (via a crafted, never ending
request).

Also in another view;
If this problem occurs, an inexperienced system administrator could not be 
solve that.

I think default configurations must be safe, secure, user friendly and
tuneable.

If Ubuntu team thinks, thats the job of a system admin then i will
respect that and close the report.

being py3 enabled just yet - I expect py3

It seems tftpd-hpa interprets option --address ::69 to mean that only listen on 
IPv6:
1. By default (with TFTP_ADDRESS=[::]:69) it is started as

/usr/sbin/in.tftpd --listen --user tftp --address [::]:69 --secure
--create /srv/tftp

2. netstat (command sudo netstat -anutp | grep '[:]69') shows:

udp6   0  0 :::69   :::*
10681/in.tftpd

I do not know and I am not interested to check the source code if there
is way to explicitly tell tftpd-hpa to listen on all interfaces, both
IPv4 and IPv6, but if you just omit the --address option, tftpd-hpa -
per netstat output - listens on all interfaces both IPv4 and IPv6; when
I start tftp-hpa as  /usr/sbin/in.tftpd --listen --user tftp --secure
--create /srv/tftp then netstat shows

   udp0  0 0.0.0.0:69  0.0.0.0:*
   24607/in.tftpd  
   udp6   0  0 :::69   :::* 
   24607/in.tftpd  

I accomplished this by hacking /etc/init.d/tftpd-hpa as follows:

I have tested this script against Ubuntu 14.04 in our cloud and now it
works flawlessly, but in addition to the patch provided the file:

/usr/lib/python2.7/dist-packages/cloudinit/config/cc_set_passwords.py

adding the following:

Stefan had actually asked for almost exactly what you captured.

This bug is fixed as we're now booting into system correctly with
multipath enabled from installation under curtin.
