FPM has been disabled. The package had probably been merged into Ubuntu during 
debianImport.
  It seems that the latest version of php5 (3.5.3-1 see

debian has reintroduced the build of PHP-FPM.

  Please also see bug 708504 which is the needs-packaging bug report for

I'm not sure the best way to go about this, but this package (5.3.5-1 in
debian) will need to be synced before freeze so that we can have
php5-fpm back into natty. Right now, php5-fpm is not available (probably
since 5.3.3-2).

It should say locales instead of tzdata. But maybe that branch is not the focus 
of current development, though I still think the fix should apply to it.

The 0.12.x branch is not affected, but 0.12.4 release is affected, but
I'm sure the next release will contain the fix.

I might not be 100% accurate and everyone is free to correct me... but
here's the main idea:

The purpose is to avoid API and ABI breakage between your program and
the library if there is a major .

Your package should actually only have build-depends to libldap2-dev in
the debian/control file, and the packaging toolchain will automatically
add a dependency to the specific binary package (libldap2.4-X) during
the build process.

For example:
Build-Depends: debhelper (= 7), libgstreamer0.10-dev, libxml2-dev, 
libglib2.0-dev
