The mentioned file remains missing in 10.10. Bug #183495 could be a
related cause, but does not seem to be a duplicate, or else this is a
regression at 10.10.

Binary package hint: clamav-freshclam
Running /usr/bin/freshclam it is denied read access to /etc/resolv.conf
due to /etc/apparmor.d/usr.bin.freshclam not specifying read permission
for it. Then the resolver falls back to sending the DNS query to
127.0.0.1. On systems
The bug submission tool has supplied information about my desktop, not
the server that has the problem. I cannot see an edit button to correct
this. The following is information applicable to the server:
