Got this bug also - ran through the suggestions above but still could
not remove this package the only way to resolve was to do the following
-

rm -rf /var/lib/dpkg/info/tftpd-hpa.*
rm -rf /usr/share/tftp*
rm -rf /etc/defaul/tftp*
rm -rf /etc/default/tftp*
rm -rf /etc/init.d/tftp*
apt-get purge tftp-hpa
and successfully removed tftpd-hpa 


Reading package lists... Done
Building dependency tree   
Reading state information... Done
Package 'tftp-hpa' is not installed, so not removed
The following packages will be REMOVED:
  tftpd-hpa
0 upgraded, 0 newly installed, 1 to remove and 11 not upgraded.

I don't believe it's an exact duplicate.  I received the same error msg
described above. Ensuring the TFTP_DIRECTORY existed did not fix the
problem.

To diagnose it further, I examined file /var/lib/dpkg/info/tftpd-hpa.postrm  On 
or about line 22 I deleted the --quiet so it now reads:
deluser  --system ${TFTP_USERNAME}

Now when I try to remove the tftpd-hpa package, the error dump includes The 
user `nobody' is not a system user. Exiting.
  

This suggests that the postrm script is erroneously trying to remove the
'nobody' user, which is what I had set TFTP_USERNAME to in the tftpd-hpa
config file.

I next commented out the deluser ... line.   The package removal now
proceeds without errors.

thanks for submitting this bug.  I believe it's a duplicate of 1010891,
so will mark it as such.

To work around this, i believe you should be able to do

sudo mkdir -p /var/lib/tftpboot

then re-try.  (If /etc/default/tftpd-hpa sets TFTP_DIRECTORY to
something other than /var/lib/tftpboot, then create that directory
instead).
