Upstream has addressed this problem by ensuring that mkcephfs always
creates keyrings so that cephx can easily be enabled later.

which I wonder what it means. Maybe it's plucking a key from a previous
cephx-enabled install from an undisclosed location?

This does sound like a potential issue but I've not been able to replicate -
even if I drop the keyring in the mon directory it gets recreated on startup:
