I tried to use juju in local environment (it uses lxc in this case). But
getting started guide didn't work for me. In the end I was suggested to
execute couple of commands from console and file a bug here. Here are
the commands:

sudo lxc-create -t ubuntu -n q1 -- -F
sudo lxc-start -n q1 -l debug -o outout

lxc-start: Device or resource busy - error unlinking /usr/lib/x86_64
-linux-gnu/lxc/dev/console

lxc-start: failed to setup the console for 'q1'
lxc-start: failed to setup the container
lxc-start: invalid sequence number 1. expected 2
lxc-start: failed to spawn 'q1'
lxc-start: Device or resource busy - failed to remove cgroup 
'/sys/fs/cgroup/cpuset//lxc/q1'
