The upload cloud-init_0.7.0-0ubuntu2.2.dsc did not fully fix the issue. Some portions of the distro config (default users and such) could be changed, but others (specifically mirrors) could not. Also it only affects the 'system_info' section due to the distro object not being forced to be regenerated with the new loaded config.
