As its impossible to support the multitude of paths that might contain a Java install, the correct way to use a non-distro version of Java is to set JAVA_HOME in /etc/default/tomcat[6|7]. This will override any auto- detection in the init script. Marking 'Won't Fix' as sufficient capability exist
