Public bug reported: I noticed this while upgrading a test ceph cluster; ceph-mds and ceph- fs-common where specifically excluded from the scope of the original MIR for ceph - the POSIX filesystem implementation that they provide is not 'production ready' as yet so these packages need to be demoted to universe.
