This repository has been deprecated two years ago, when swift was added
to the Ubuntu "main" repository. It was deleted a few days ago.

If you have Swift installed on 12.04, the packages probably come from
the main repository, so you don't need the PPA at all (yes, the doc
needs to be updated). You can remove the PPA by running:

sudo add-apt-repository -r ppa:swift-core/release
