I'm experiencing the same problem. - First suspend after reboot works every time without fail. - Second suspend does a resume after 3 or 4 seconds. The workaround ( sudo pm-suspend; sudo pm-suspend) only works on my Macbook Air 6,2 when I've applied the workaround for this bug:
