[Bug 1319425] Re: keystone link not created in /etc/init.d

Command completion is definitely broken when services are not found in
/etc/init.d; however this is the correct behaviour as far as the package
installation goes.  This change was made to support alignment with
Debian with respect to supporting upstart and sysvinit scripts.
