This is slight confusing, but the neutron-plugin-openvswitch-agent package work with either neutron-plugin-ml2 or neutron-plugin- openvswitch - the latter now being deprecated, hence the switch in 14.04 to use ml2 instead. Its still possible to use the agent with either, but it will default to
