I've updated the title to reflect the requested name change (otherwise
this ticket can be closed). I agree with the name change as this is
confusing and anyway, ml2 supports plugins, it isn't a plugin itself.

This is slight confusing, but the neutron-plugin-openvswitch-agent
package work with either neutron-plugin-ml2 or neutron-plugin-
openvswitch - the latter now being deprecated, hence the switch in 14.04
to use ml2 instead. Its still possible to use the agent with either,
but it will default to
I guess we should drop the 'plugin' bit from the package name to avoid
the direct association.
