I had deleted by mistake the sql/ directory then uninstalled freeradius with
all configuration files from synaptic,
thought it was enough.
Now the commands above solved.

Works here on a new install of freeradius freeradius-mysql.
Maybe you have manually deleted /etc/freeradius/sql/mysql/dialup.conf at one
point, which would break further configuration. I'd advise to:
$ sudo apt-get purge freeradius freeradius-mysql freeradius-common
$ sudo apt-get install
