Sorry, just to clarify: I see that 7.3.6.cvs20090906-1ubuntu2 has the
fixed version according to the comments, but this bug was reported
against karmic, so unless that gets backported, it doesn't help.

The fix may have been released, but apparently it did not make it to the
repositories for the Karmic release not has it made it to any live
update. I installed logwatch today (12/29/2009) from Synaptic and the
html folder and its contents are still missing.
Though the package should be fixed
