removing the lock files using the command below allowed me to complete a
reinstall using Synaptic:
$ sudo rm /etc/*.lock
--
package openssh-server 1:5.1p1-6ubuntu2 failed to install/upgrade: subprocess
$ ls -al /etc/passwd
-rw-r--r-- 1 root root 1733 2009-10-29 11:02 /etc/passwd
--
package openssh-server 1:5.1p1-6ubuntu2 failed to install/upgrade: subprocess
installed post-installation script returned error exit status 1
