Public bug reported:
cleanrestart is needed to get the cc to pick up networking changes from
/etc/eucalyptus/eucalyptus.conf and put them in
CC/eucalyptusCCVNETConfig - but service eucalyptus-cc cleanrestart gives
an upstart error, and /etc/init.d/eucalyptus-cc cleanrestart likewise.
