This bug seems to be fixed in some way. There is a new package
5.1.41-3ubuntu12.3. When updating, the users receives a strange error
message, but the update process continues.
However, there seems to be a problem, running mysql-server on the
current version of Ubuntu 10.04.

I can confirm the above problem. It can be reproduced by using apt-get
from the command line. It is not even possible to remove mysql-server
before re-trying it. Whatever you do apt-get first tries to replace
mysql-server-5.1 5.1.41-3ubuntu12 by my-sql-
server-5.1_5.1.31-3ubuntu12_i386.deb
