Stop action in prerm fails when sourcing the /etc/default/dhcp3-server file, so I suppose its contents is broken. I'd remove it, run sudo dpkg-reconfigure dhcp3-server to recreate it, then try to remove the package. See: Removing dhcp3-server ... /etc/default/dhcp3-server: 12: subnet: not found
