Confirming this based on feedback from Mart_ijn
It would seem to me that this is most likely not samba specific, but a problem
where the update-manager didn't have access to the X display and somehow the
frontend was set to console.

I kept getting debconf locks trying to reconfigure samba (dpkg-
reconfigure samba). After rebooting and running dist-upgrade again,
things upgraded cleanly.

note: After killing update-manager, samba.postinst was still running.
The terminal that was running the update-manager process had a bunch of
"debconf: DbDriver "passwords" warning: could not open
/var/cache/debconf/passwords.dat: Permission denied" at the end.
