Hi there,
Thank you for taking the time to report bugs and trying to make Ubuntu
Server better.
Now, unfortunately I was unable to reproduce this in the latest Ubuntu
development release(Natty) as well as in maverick.
root@natty2:~# ls -l /var/lib/ | grep puppet
drwxr-xr-x 3 puppetpuppet

sudo chown -R puppet:puppet /var/lib/puppet
# Seems like you must remove puppet as apt-get thinks it is installed properly
sudo apt-get remove puppet
sudo apt-get -y install puppet
