Public bug reported:

Binary package hint: clamav-freshclam

Running /usr/bin/freshclam it is denied read access to /etc/resolv.conf
due to /etc/apparmor.d/usr.bin.freshclam not specifying read permission
for it. Then the resolver falls back to sending the DNS query to
127.0.0.1. On systems where DNS caching is hosted on other machines and
not on the local machine, there will be no DNS answer, and freshclam
will fail. Manually adding permission for reading /etc/resolv.conf to
/etc/apparmor.d/usr.bin.freshclam works around this problem.
