I can unfortunally not see anything that would cause this issue. To be able to assist and resolve your issue, we would need more information - which would be great if you could provide. Where you upgrading your system from a previous release? Like 10.04 or 10.10? Could you return the output of 'grep -ri /etc standard output' (without the ', but with the ) into a comment here? After trying to reproduce the issue very swiftly without success, I would recommend someone with the privilege setting this bug/issue to Importance: Low - since it currently look possible that it only affects a smaller audience.
