Thanks for taking the time to report this bug in Ubuntu. It looks like a local install of keystone in /usr/local/bin is interfering with the upgrade process: File /usr/local/bin/keystone-manage, line 4, in module import pkg_resources Please remove/resolve this issue and then run: sudo apt-get -f install I'm marking this bug as 'Invalid' as this is a local environment issue.
