I have the same problem on Ubuntu 14.04 Trusty Tahr.
Not sure this is a bug, though, just a M$ Windows-only feature as it's a
TCP/IP extended property. The man page for OpenVPN describes --dhcp-
option as a Windows-specific option.

Precise included mod_ident in apache2.2. Trusty does not include
mod_ident in apache2.4. There appears to be no other package containing
mod_ident.so. Therefore an upgrade between Precise (LTS) and Trusty
(LTS) will unfixably break anything using mod_ident.
This affects me
libgcc1 1:4.9-20140222-0ubuntu1 is installed on your system. In fact it
could not be uninstalled since it's in libs/required and f.e apt
depends on it. So I doubt that php5-cli I at fault and I am reassigning
this to libc to check what might have caused this.
If anything it went through
The attached patch appear to result in it building, and being able to be
inserted as a module.
