server for the network the /etc/dhcp/dhcpd.conf is not updated to pull

I tried this package 0.1+bzr1063+dfsg-0+1080+96~ppa0~quantal1 in the QA
lab and still no maas dhcp server. If I try to start the service
manually after install: sudo service maas-dhcp-server start, it doesn't
start.
/var/lib/maas/ doesn't have a dhcp dir and no dhcp related config.

@mahmoh I had a similar issue in the QA lab, where just one of the nodes
exhibited the symptom described here (hostname set to connection
timeout). It turned out I had another DHCP server (different from the
cluster controller configured one) running on that subnet and causing
this odd behavior.

I verified the fix with Oleg's test case (comment #16). I first
reproduced the issue in a pristine trusty environment with squid3
(3.3.8-1ubuntu6.2) and then installed the proposed package
(3.3.8-1ubuntu6.3) and got a TCP_MEM_HIT/200 just like Oleg's example.
