The current version of webob in trusty is newer than the version you say
(in comment #1) fixes it. Are you saying that this is a regression in
python-webob and one needs to downgrade to fix it, or am I
misunderstanding?

This issue has also been observed on x86 (as Ming and Oleg were trying
to set up an x86 controller node). So, we do not believe it is ARM or
ARMv8 specific...
