The request seems straightforward enough. Let's take the same Debian
approach and move docker.io to recommends in docker-compose-v2. If we
see other similar cases in the future, we can also make podman-docker
Provide docker-cli.

I moved this to server-todo and assigned myself. If you still want to
discuss it with the team, feel free to override my tags change.
