I would suggest that you submit a merge request, where you propose the
change be merged into:
https://code.launchpad.net/~mozillateam/firefox/firefox-trunk.head
Then there is a need to make the same change for the snap version, but
that seems to be a truly upstream matter:
Any chance that the patch will be merged before a new Firefox version
release?

Don't know. I have assumed/hoped that 2.32 including those commits will
make it into Ubuntu before the 18.04 release.

I saw the upstream response. So this bug will probably keep being open
for now.
Tested in Unity (16.04); the issue is not present there. Possibly unity
has some code which may be useful for an Ubuntu patch of gnome-shell.

Ah, thanks for clarifying this. By the way, I see that the commits from
your PR were merged only to the master branch, not to the 2.31 or 2.32
branches. Is this ok? I hope that the translated strings will be
available in Ubuntu 18.04.
