You can already set the locale manually if you want:
sudo locale-gen ckb_IQ
sudo update-locale LANG=ckb_IQ.UTF-8
(the latter edits /etc/default/locale)
But as long as no ckb language packs exist, it won't result in so much
Kurdish on the screen.
