Just tested with the latest webbrowser-app and latest oxide on a nexus 7
(using http://jsbin.com/ONuQiZu/4/quiet), and I cannot observe any
delay.

Bug description:
By default Chrome, Opera and UC9 remove the delay if the webpage is
using "width=device-width"
When user-scalable=no is set, Chrome, Opera, BlackBerry, and Firefox
Android suppress the delay.
ex : <meta name="viewport" content="width=device-width, initial-
scale=1.0, maximum-scale=1.0, user-scalable=no">
