GN bootstrap fails in PPA builds

The latest uploads (71548c4) all fail like this:
Building gn manually in a temporary directory for bootstrapping...

ERROR at build arg file (use "gn args <out_dir>" to edit):12:25: Build
argument has no effect.
fatal_linker_warnings = false

The variable "fatal_linker_warnings" was set as a build argument
but never appeared in a declare_args() block in any buildfile.
To view all possible args, run "gn args --list <builddir>"
ERROR No targets.
I could not find any targets to write, so I'm doing nothing.
