It seems, actually, that udev and the xinput bits in the xorg server are
at least doing what they should. Subsequent plugs and unplugs are
reflected as they should be in udev:
unplugged:

I think I'll file a separate bug since this appears to be similar to but
not the same as the issue originally described. (We do see the tablet
being plugged in in Xorg.log each time, the kernel driver just isn't
generating events anymore.)

Apparently evtest only works for pointer devices while X isn't running.
Anyway, with X turned off temporarily I can get useful output from it.
Apparently this is a kernel issue, and not an X issue, since I can
replicate the bug without X.

Tried to use evtest on the tablet, but I'm not able to get evtest output

You can start updating again now. They just had some packages out with

they could have upped the epoch, but that would have been too much of a

Christian, we're all better off if you report your problem separately
instead of adding it as a comment on another bug report. Comments on a
bug saying essentially I have this problem... are at best ignored and
at worst very confusing if we start mixing up the commenters problem
with the problem

Well, I haven't fixed it, but I did find a work-around. It is
astonishing, but at least it worked!
1) From terminal: sudo nvidia-settings
2) Under X Server Display Configuration arrange Layout with larger screen to
left.
3) Press Configure... button and select TwinView.
4) Press the Save to X
