I have observed this problem for some time on my Dell Inspiron E1705.
The few references I can find to it have a commonality of Dell laptops
with NVIDIA-based graphics.
I independently bisected the regression to kernel commit
b99da31ed8521eb78d5d6930f3128f8ecdb75fae. This was also indicated by Tim
Fantastic, I'll push to the community maintainers, and hopefully it'll
get pulled in soon.

Just my 0.02 cents. Why not to introduce "transaction" concept for key
presses?
1. Transaction is finished when the last key is released
2. The returned result from the transaction is the sequence of keys pressed
This should solve all [Alt, Shift] problems.

Mmm however, regarding Totem, I see it hasn't been updated in Raring
since December (and Gstreamer 1.0 since 9th of January and it was
working just a couple of days ago so that's not it either) so I think
the xserver-xorg-video-intel upgrade had something to do with it. Videos
don't work in Totem n
