This appears to be a regression with update to 13.04. The multimedia
keys were working fine with 12.10.

Can you describe what you mean by lagging? Does the mouse move fluidly?
Is the keyboard and mouse clicks quick? Is it redrawing of applications
that slows? Perhaps glxgears shows an effect?
