So I looked at what kernels I had installed and there was only one. And
it wasn't the kernel I was expecting for 15.10. The kernel version on my
system was:

3.13.0-45-generic
I searched for the version that wily was supposed to ship with and found

The wifi is working well in 16.04 where it didn't work in 14.04. I also
see the sound card in the control panel now. I still can't get any audio
but at least something shows up. Nothing showed up in 14.04. The
soundcard is a byt-max 98090.

Installed and updated Xenial problem no longer occurs.
Much safer for me to update Ubuntu rather than risk a bios update - a failed
bios update turns the pc into junk.
