Since a few wweks I am using the Nouveau (OpenSource) NVIDIA driver on
16.04. without those problems. Seems to be only soultion right now.

Same issue here on multiple dell latitudes E6540 laptops in company
(using Ubuntu 14.04.5). And it does happen after resuming from a
suspend. Almost every open application is affected with

No, xserver-xorg-video-intel is available, but it's not used by default
on most hw. Instead they use the default modesetting driver and 2D
acceleration is provided by glamor. Glamor is used on radeon/amdgpu/some
nouveau as well.
