The only way to solve is pressing power button to turn off.

After the kernel release 5.13.0-27-generic was installed today, the startup and
shutdown processes finish with white noise screens.
The workaround at startup is to disable "quiet" in /etc/default/grub, variable
GRUB_CMDLINE_LINUX_DEFAULT.
