Workaround: Set the COGL_ATLAS_DEFAULT_BLIT_MODE env var to a value other than "texture-render", which is the default. Appears to be this bug: https://bugs.freedesktop.org/show_bug.cgi?id=88584 See comment 17 for technical details; the details he lists are consistent with what I played around
