I installed the new beta of fglrx without installing a non default intel
driver on 13.04 and it works, there are some other bugs in this driver
thought. On high performance mode can't use dual head for example but the
initial bug is fixed.

Blacklisting radeon is a workaround.
The intel driver should be priorized automaticaly as the radeon driver does not
support this configuration (it even did not in 12.04).

Did you install any other driver for that graphics card than the preinstalled
one?
I just tested the "How fast.ogg" file on Quantal with VESA driver, it is very
slow but it is visible and "okay".
