During migration to a new Kubuntu version (12.10 to 13.04), KDE file was
corrupted : this explain why there was no desktop after boot complete. I
have erased the corrupted KDE file and after reboot I have had a default
desktop which appears.

regarding this being due to a corrupt file, and restoring it to it's
default value fixed it. For future reference you can manage the status
of your own
Didier CHEVREAU, this bug was reported a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an
issue? If so, could you please test for this with the latest development
release of Ubuntu? ISO images are available from
