Another quantifier of the issue can be seen using hdparm.
On a fresh start, hdparm reports:
/dev/sda:
Timing cached reads: 1740 MB in 2.00 seconds = 870.57 MB/sec
Timing buffered disk reads: 64 MB in 3.04 seconds = 21.03 MB/sec
After triggering the issue:
