MENU REMNANTS CORRUPT SCREEN
afflicts my system also.
I notice if you dont move on to another task, and keep trying the menu, it
eventually pops open properly.
logging out does fix it.

This may be related to panel, maybe not cleaning up after itself. To
restore the screen i have to log out then back in.
