This bug is not making ubuntu unusable by German keyboard users. I use
one myself. The layout that got removed swaps the y and z key. The
standard keyboard layout for Germany is qwertz. A user can now only use
this layout as the qwerty layout got removed.

Seriously, guys, no German keyboard anymore? I can confirm this issue in
Trusty, I only see German, Swiss in the list.
This bug should be raised in importance, as it leaves out a complete country!

Add this to the bottom of /usr/share/X11/xkb/symbols/de

1. The upgrade does not work automatically yet.
That means that the German (qwerty) is not converted to another keyboard. The
layout dialog still shows German. You have to remove that entry and add a new
one to get the layout back...
2. I could not find an option for German (us) or anything

By the way:
Setting the layout is possible by calling:
setxkbmap -layout de -variant us
But this layout is *not* the same as the old German (qwerty). de(us) uses the
US mapping and just adds some additional characters (e.g. umlauts) at the third
level.
German (qwerty) used to just switch y
