Current loader version on Xenial (16.04) is 1.0.42 where as on bionic
it's 1.1.70, which supports all the APIs which are part of Vulkan 1.1
specification.
Xenial should also upgrade to Vulkan 1.1 loader version so that app
using it's APIs will work.

against 'apt' instead.
So all the logs joined here are useless for fixing that problem.

Asking for the password twice is bug 1765261.
But it sounds like you also have a crash causing your lost session so...
