I followed the proposed steps:
1. `ubuntu-bug _usr_lib_xorg_Xorg.1000.crash` reported the bug, but
closed silently. I did not get a new bug ID. Where can I find it?
2. On that page I can find crashes from 2017, but none from after the
upgrade to Ubuntu

I can confirm this. I had this exact same issue (with an intel HD530
card). The fix mentioned above worked.
The incorrect response from xdriinfo also seems to have caused issues
with several other programs (such as steam play games and video
playback) that now seem to be fixed.

Xorg crached when using nvidia 390 driver when suspend or turn off the
screen, it logs out where the greeting screen says `login` instead of
