Hi, I can confirm this bug on Ubuntu 13.10 with German (eliminate dead
keys) keyboard setting. In order to procude the '@' character with a
German keyboard, you have to press and hold 'AltGr', then press 'q', the
latter being in the same location as on a US keyboard.

Works for me, probably not the proper solution though
Here's a workaround patch that I've been using successfully for a while.
Upon loading a new keymap, Xkb does something with the locks. I'm not
sure what it is and why it would do so. I just commented out that part
and
Status changed to 'Confirmed' because the bug affects multiple users.

Im guessing the workaround is using EDID to fetch display info
Im trying to use DDC/CI to query/control my monitor and ddcprobe seems
to be one way to do it but the only thing i get is VESA BIOS Extensions
not detected.
